Structure
The Malta Permanent Residence Programme is built on a combination of property, contribution and fee-based requirements:

- a government contribution
- a donation to an NGO
- an administrative fee.
Due Diligence
Every MPRP application undergoes a rigorous, multi-tiered due diligence process. Checks are thorough and exhaustive, and are conducted on all individuals included in the application, extending to donors, benefactors and business associates.
Eligibility Criteria
To be eligible for the MPRP, applicants must be third country nationals who are non-EEA and non-Swiss. They must not hail from sanctioned countries, as announced from time to time by Residency Malta, and must not be beneficiaries under other pertinent regulations and schemes.
Applicants are required to be in receipt of stable and regular financial resources, sufficient to maintain themselves and their dependants without recourse to Malta’s social assistance system. They must also show that they have capital assets of not less than €500,000, out of which €150,000 must be financial assets, or not less than €650,000, out of which €75,000 must be financial assets.
Applicants must have a clean criminal record and must not pose any potential threat to national security, public policy, public health or public interest.
The MPRP grants permanent residence in Malta and is distinct from the separate legislative provisions governing citizenship.
Application & Programme Requirements
MPRP applications must be submitted through a Licensed Agent.
As part of the application, applicants are required to pay a non-refundable administrative fee of €60,000 and a Government contribution of €37,000. A fee of €7,500 applies for each adult dependant, excluding the spouse.
Applicants must satisfy the MPRP property requirement by either renting a qualifying residential property in Malta, including Gozo, for a minimum annual rent of €14,000, or purchasing a qualifying residential property for a minimum value of €375,000. The qualifying property must be retained for a minimum period of five years, after which the beneficiary must continue to maintain a residential property in Malta.
In addition, applicants must make a donation of €2,000 to a local NGO registered with the Commissioner for Voluntary Organisations and active in the philanthropic, cultural, scientific, artistic, sport or animal welfare sectors.
A valid travel document, health insurance covering risks in Malta and other European countries, and a residence card fee of €500 per person, covering a period of five years, are also required.
